Coordination of temporary air traffic obstacles

Pursuant to Article 87(4) of the Aviation Law (Journal of Laws of 2023, item 2110), all permanent, temporary and movable objects constituting aviation obstacles (i.e. exceeding the obstacle limitation surfaces designated for Lublin Airport S.A.) must be agreed upon by the Lublin Airport Manager and the Polish Air Navigation Services Agency prior to their installation.
An application for approval of the installation of an aviation obstacle, together with a map marking the location of the obstacle, should be submitted simultaneously to the Lublin Airport Manager at the following address:

and a separate application (downloadable from the PAŻP website) must be submitted to the Polish Air Navigation Services Agency providing air traffic services for Lublin Airport S.A. at the following address:

The application addressed to the Lublin Airport Management Board can bedownloaded from the Lublin Airport S.A. website in PDF format. All fields of the form must be completed correctly in order for the application to be processed in a timely manner.
A correctly completed application form together with a map should be submitted in paper form and by e-mail ([email protected] and [email protected]) at least one month in advance. If additional information is required to process the application, the applicant will be notified of the need to supplement the submitted application.
The agreement will be issued in paper form.
At the same time, we would like to inform you that after obtaining an opinion from the Lublin Airport Manager and the Polish Air Navigation Services Agency, you should notify the Civil Aviation Authority in accordance with the guidelines available on the ULC website https://ulc.gov.pl/en/
The notifying party shall additionally inform the Lublin Airport Manager of the above fact by sending a photocopy/scan of the correspondence to the e-mail address: [email protected] oraz [email protected].

Guidance on the data required in points 3.5 and 3.6 of the application:
The distance measurement shall be taken relative to the nearer threshold of the runway.

The applicant is requested to make a payment by bank transfer to the following bank account: PL38113012060028910385200001 held by BGK O. in Lublin. The owner of the bank account is Port Lotniczy Lublin S.A.
Payment title: ‘Fee for agreeing on a temporary aviation obstacle’ and construction address and/or plot numbers and district.
Applications for approval of temporary air obstacles will be accepted with proof of payment of PLN 920 gross, which is the fee for approval of a temporary air obstacle.
If the Manager needs to inspect the obstacle, the applicant will be notified of the need to pay an additional fee of PLN 250 for the work of surveyors authorised by the Lublin Airport Manager to inspect the obstacle in question.
